The Municipal Development and Lending Fund (MDLF) is the primary Palestinian institution responsible for managing and directing financial resources to support municipalities and village councils. The Fund operates under Decree-Law No. (25) of 2016, which grants it financial and administrative independence. This framework aims to ensure sustainable development within the local government sector and to enhance the capacity of local authorities to deliver efficient and continuous services to citizens.
