Brief Description:
The Preparatory Grant supported the development of the operational and institutional framework required to launch the Municipal Development Program. It financed the preparation of operational manuals, procurement procedures, financial management systems, and monitoring frameworks. These tools established the foundation for the performance-based municipal financing model later implemented by MDLF. The grant therefore played an important role in strengthening institutional readiness for large-scale municipal development programs.
