Performance Monitoring

Methodology and General Operational Approach:

  • Results-Based Approach: MDLF adopts a comprehensive results-based monitoring and evaluation framework that prioritizes measuring the actual long-term impacts and outcomes of projects over simple input tracking, ensuring service quality and sustainability.
  • National and Global Alignment: Aligning key performance indicators with global Sustainable Development Goals (specifically SDG 11 for Sustainable Cities and SDG 13 for Climate Action), the Cross-Sector Local Governance Strategy, and the updated National Policy Agenda (NPA).
  • Comprehensive Desk Reviews: Methodically evaluating annual reports, internal audit reports, municipal ranking indices, project execution files, and citizen satisfaction surveys.
  • Participatory Approach (Voice of Stakeholders): Conducting intensive interviews and focus group sessions with the Board of Directors, Executive Management, line ministries, municipal mayors, and staff across the West Bank and Gaza Strip, alongside Development Partners (World Bank, EU, KfW, AFD, GIZ, VNG, etc.) to capture external diagnostic data and refine strategic paths.

Detailed Interventions and Implemented Systems:

  • Automation of Internal Operations: Computerizing and automating MDLF's internal working procedures and operational manuals to achieve maximum operational excellence and streamlined reporting.
  • Independent External Evaluations of CB Packages: Executing periodic external assessments across the various phases of the MDP (MDP1, MDP2, MDP3) to evaluate the structural integration of capacity building into the daily workflows of municipalities.
  • Institutional and Social Satisfaction Tracking: Deploying standardized statistical surveys (in coordination with PCBS studies) to assess citizen satisfaction levels, LGU satisfaction with MDLF's performance, and internal employee satisfaction.

Projected Budget, Indicators, and Targets (Through 2026):

  • Projected Budget: Allocating $70,000 for the automation and Management Information System (MIS) upgrade, and $200,000 for internal MDLF employee capacity building and training activities.
